The Ministry of Defence has reaffirmed its commitment to safeguarding the health of military personnel working in bomb disposal roles, following questions raised in Parliament about the potential long-term health risks associated with the role — including the possible link to bladder cancer.
Responding to a series of written questions from James Cartlidge MP, Veterans Minister Al Carns stated that the MoD “is committed to the health and safety of our people” and operates a series of robust safeguards to minimise risks faced by Explosive Ordnance Disposal (EOD) and Ammunition personnel.
Carns noted that the Ministry continues to monitor and review any potential associations between occupational exposures and diseases such as bladder cancer, consulting independent medical experts where necessary. “We will keep the evidence base under review,” he said, adding that any risks identified would be acted upon.
All bomb disposal work is conducted under a “Safe System of Work” (SSW), a structured framework of risk assessments and control measures that aim to eliminate or minimise hazards. According to Carns, “a SSW is a method of work which puts in place control measures arising from a risk assessment, in order to manage identified hazards.”
In line with the Personal Protective Equipment at Work Regulations 1992, the MoD also ensures that personnel are properly equipped and trained. “Defence ensures it has procedures in place for the testing, inspection, maintenance and storage of PPE,” Carns said.
Additionally, the Defence Science and Technology Laboratory (DSTL) plays a key role in supporting the bomb disposal community. Described as the UK’s in-house experts in chemical, biological, and radiological threats, DSTL personnel “provide constant operational support and advice… when faced with unknown substances, new threats or known contamination.”
While no formal investigation into a specific health crisis has been launched at this time, the government has left the door open to further review if new evidence emerges.
