The Ministry of Defence has confirmed that it does not currently intend to alter the rank structure of the Armed Forces’ senior leadership, nor replace key military positions with civil servants, as part of its sweeping Defence Reform agenda.

Responding to a series of written questions from Conservative MP James Cartlidge, Minister of State Maria Eagle stated that “this Government is bringing in the deepest reforms in UK Defence for 50 years, to speed up decision-making, secure faster delivery and achieve the best value for money for our troops and taxpayers.”

While Eagle acknowledged that organisational structures are still being refined during the implementation of the reforms, she was clear that there is “no intent to replace the Chief of Defence People with a Senior Civil Servant.”

She added that “the organisation and structure of our Armed Forces, including the ranks of the Chief of the Defence Staff and Military Chiefs, has been considered as part of Defence Reform,” but concluded that “their seniority and rank remain commensurate to their roles and responsibilities.”

Asked whether the reforms would result in a reduction in the number of senior officers, Eagle reiterated that it was “too early to specify the overall staffing requirements,” noting that decisions will be shaped by operational and policy needs as they arise.

The remarks follow the Secretary of State’s Written Ministerial Statement on 1 April 2025 outlining HCWS 573, a blueprint for modernising defence structures to improve procurement, delivery, and command agility.

While final personnel impacts remain unclear, the Ministry has affirmed that senior military leadership will remain in uniform and at current levels of rank.

  2. Be you conservative or labour.. one thing you can say about this government is they are doing what they said they would and that’s reform.. like the decisions or not, I really have not seen changes like this in a very very long time.. including the death of sacred cows

    Essentially sacking 50% of the healthcare systems managed structures ( ICBs, NHSE, DOH).. scrapping NHSE, DOH taking direct control of ICBs.. I would say that’s about 20,000- 30,000 staff gone.. a huge number of which will be senior leaders.
    Defence spend up to 2.5% within a couple of years, planning to 3% before even the defence review is published.
    Essentially slapping down on Chinese politician warfare.. by putting a law in place that allows the government to use force to take control of Uk infrastructure owned by China if it’s endangered.

    Everyone looks at starmer and sees boring.. I have to say I’m seeing possibly the most radical change agent since thatcher.. and a man not in any way scared to take the decisions he thinks are correct..

    Honestly when I consider him against sunak I think we got the right one in power for how the world is now turnings.. old starmer seems to actually be a bit feisty, fearless and willing to slap down… because anyone willing to sack 10,000-30,000 NHS managers and senior clinical leaders is feisty… I now really get why he wanted the healthcare unions put away to bed.

  3. The scale of reform of functionaries required is a whole order of magnitude higher, not tens but hundreds of thousands. For example, CDS staffing should be replacing single service staffs. Furthermore, in view of the present size of the three services, their operational command should be two star and no more, CDS a three star. What we presently have as a service rank structure, very much like Parliament itself, in particular the house of Lords, is simple ‘poodlefaking’.
