The Ministry of Defence (MOD) has awarded a contract worth up to £7,001,799.92 to BAE Systems Surface Ships Limited for the supply and support of personal flotation devices (PFDs), including lifejackets, buoyancy aids, and flotation devices for civilian use across maritime and amphibious platforms.

The contract, identified as MSS/109 Lot 1, was awarded on 18 February 2025 and will run from 30 January 2025 to 29 January 2032.

It covers initial provisioning, supply of spares, training, and post-design and technical services for personnel operating on surface vessels, submarines, and land forces engaged in water-based activities.

According to the contract notice, the flotation devices are intended for both military and civilian personnel undertaking a range of activities, including:

  • Ship and boat abandonment procedures
  • Hazardous duty and deck work
  • Swimmer of the Watch roles
  • Sailing, yachting, and adventurous training such as kayaking and white-water activities

The PFDs must comply with relevant legislation and safety standards, ensuring their suitability for operational and recreational use in military environments comparable to civilian maritime activities.

The contract was awarded through a competitive procedure with negotiation, which allowed the MOD to engage with potential suppliers before finalising the agreement. It is considered suitable for SMEs but not for voluntary, community, and social enterprises (VCSEs).
