The Ministry of Defence has set out how £16 billion of UK military support for Ukraine has been allocated across five financial years, while declining to provide a departmental breakdown of the Government’s wider non-military assistance.
The figures were disclosed in a written parliamentary answer to Conservative MP Ben Obese-Jecty, who asked for a breakdown of the UK’s stated £25 billion total support for Ukraine, including £16 billion in military assistance and £5.6 billion in non-military support.
Armed Forces Minister Louise Sandher-Jones said: “The UK has committed to providing at least £3 billion in military support a year to Ukraine until Financial Year (FY) 2030-31 and for as long as needed.”
She added: “To date, the MOD has committed £16 billion in military support, including the £2.26 billion ERA loan contribution.”
According to the figures provided by the department, military support amounted to £2.5 billion in 2022-23, £2.3 billion in 2023-24 and £3 billion in 2024-25. For 2025-26, the MOD lists £3.2 billion of Ukraine funding alongside £1.5 billion through the Extraordinary Revenue Acceleration loan, producing a total of £4.7 billion for that financial year.
For 2026-27, the department lists a further £3 billion in Ukraine funding and £750 million through the ERA mechanism, giving a total of £3.75 billion. The MOD table puts direct Ukraine funding across the five years at £13.8 billion and the ERA contribution at £2.26 billion, producing a stated overall military-support total of £16 billion when rounded.
The Extraordinary Revenue Acceleration mechanism forms part of the wider G7 arrangement intended to provide Ukraine with financing backed by revenues generated from immobilised Russian sovereign assets.
Sandher-Jones said the department regularly accounts for the support it provides directly, stating: “The MOD routinely publishes the support it has directly provided to Ukraine in its Annual Report and Accounts.”
Obese-Jecty’s question also sought a breakdown by department and year of the £5.6 billion in non-military support referred to in the Government’s July statement on UK assistance to Ukraine. The MOD did not provide those figures. Sandher-Jones said: “We do not comment on spending by other Government departments.”
