The US Navy has declared the Virginia-class attack submarine USS Massachusetts ready for fleet tasking after completing shakedown trials, waiving the boat’s planned post-shakedown availability because of its material condition and combat readiness.
The U.S. Navy announced the decision on 17 August, saying the submarine had completed extensive testing and evaluation following delivery and would move directly into fleet availability rather than entering the maintenance period normally associated with a newly commissioned submarine.
USS Massachusetts, hull number SSN 798, was delivered by Newport News Shipbuilding on 21 November 2025 following sea trials and commissioned in Boston on 28 March 2026.
The Navy said the decision to waive the post-shakedown availability was based on the condition of the submarine during trials and the requirement to make the boat available for operational tasking.
Chief of Naval Operations Admiral Daryl Caudle said in the U.S. Navy release: “USS Massachusetts is ready to fight, and that is exactly where we need her, in the hands of our Sailors and available to the Fleet.”
He added: “Waiving this availability reflects the exceptional condition of the ship and our determination to deliver combat-ready capability faster. It also allows our shipbuilding workforce to focus its talent and capacity where we need it most, building the next generation of submarines our nation requires.”
A post-shakedown availability normally follows the initial period of operations for a new warship or submarine, allowing the Navy and shipbuilder to address defects identified during trials, complete outstanding work and incorporate alterations before the vessel enters routine fleet service. In the case of Massachusetts, the Navy said the submarine met and exceeded the construction and safety standards required during its trials and subsequent shakedown period.
Vice Admiral Rob Gaucher, Director of Submarine Programs, said the decision represented a deliberate departure from the normal process. He said: “Waiving a submarine’s post-shakedown availability is an example of driving efficiency, innovation and speed in shipbuilding.”
Gaucher added: “While it is a calculated risk, we do it without ever compromising the safety of our sailors or the quality of our submarines. By getting this boat into the fight we can continue to maintain an absolute advantage in the undersea domain.”
USS Massachusetts is the seventh Block IV Virginia-class submarine. It was constructed under the long-running teaming arrangement between General Dynamics Electric Boat and HII’s Newport News Shipbuilding. The Block IV boats incorporate design and maintenance changes intended to reduce major maintenance periods over their service lives and increase the amount of time available for deployments compared with earlier members of the class. Virginia-class submarines are nuclear-powered fast attack boats designed for anti-submarine warfare, anti-surface warfare, strike operations, intelligence collection and special operations support.
Vice Admiral Rick Seif, Commander, Submarine Forces, said in the release: “Massachusetts brings unmatched stealth and lethality to the undersea battle force.”He added: “This decision will immediately add combat readiness and capacity to ensure our nation’s ability to dominate and maintain undersea superiority.”
The U.S. Navy’s decision also avoids placing another newly delivered submarine into a shipyard availability at a time when the US submarine industrial base is supporting construction of additional Virginia-class boats alongside Columbia-class ballistic missile submarines and maintenance of the existing fleet.
USS Massachusetts is the fifth US Navy vessel to carry the name and entered service as the latest addition to the Navy’s fast-attack submarine force. With the shakedown period complete and the planned post-shakedown availability waived, the submarine is now available for operational tasking by the fleet.

It’s hard to buy the MoD story of we are in a state of near war when we have five submarines sitting alongside and everyone seems to be sitting on their arses about getting new warships into the fleet.
