The United States has approved a potential $296 million sale of Javelin missiles and launch units to Estonia, aimed at strengthening the country’s territorial defence and NATO interoperability, according to a 22 May 2025 announcement from the Defense Security Cooperation Agency (DSCA).

Under the proposed Foreign Military Sale, Estonia will receive 800 FGM-148F Javelin missiles—including eight for testing—and 84 Lightweight Command Launch Units (LwCLUs). The package also includes training aids, spare parts, simulation rounds, cooling units, and technical and logistics support.

The sale builds on an earlier, smaller agreement valued at $10.18 million that included 12 launch units and related equipment. This new notification consolidates the full set of weapons and support systems now being offered.

The Javelin is a man-portable, fire-and-forget anti-tank missile system jointly produced by RTX Corporation and Lockheed Martin. It is widely used across NATO and has been supplied to Ukraine, where it has proven highly effective against armoured threats.

In a statement, DSCA said the deal “will support the foreign policy and national security of the United States by improving the security of a NATO Ally that continues to be an important force for political stability and economic progress in Europe.”

The proposed sale, the agency added, “will enhance Estonia’s capability to meet current and future threats by providing a credible force that is capable of deterring adversaries and participating in NATO operations.”

No offset agreements have been proposed at this stage, and the deal will not require additional U.S. personnel to be stationed in Estonia.

As with all Foreign Military Sales, the final value may vary based on procurement decisions, and the sale is subject to approval by Congress.
