The Ministry of Defence (MOD) has issued a tender notice seeking industry support to enhance strategic communications for the Standing Joint Force Headquarters (SJFHQ), which serves as the operational headquarters for the Joint Expeditionary Force (JEF).

According to a notice, this tender aims to boost the planning and delivery of strategic communications for the JEF.

The contract, valued at £108,000, spans from 2nd September 2024 to 31st March 2025.

The MOD is looking for an established industry partner to provide various outputs on a pay-as-you-go basis as determined by the JEF Director of Communications, according to the tender notice.

The JEF, a multinational military partnership, focuses on enhancing regional security, defence cooperation, and joint operational capabilities among its member nations. Despite being fully operational since June 2018, the JEF has recently increased its coordination and consistency with other nations, demonstrating the need for improved strategic communications.

The MOD’s requirement outlines three key outputs:

  • Industry Liaison: The successful provider must appoint an individual to act as a single point of contact available on a flexible basis at the SJFHQ in Northwood, London. This individual will be responsible for advising on HQ plans, sourcing and overseeing industry capabilities, and assessing information activities using their own tools and applications.
  • Event/Content Creation Support: The provider will be required to deliver one event in 2025, including forums, conventions, or symposiums on a directed JEF topic. Additionally, the creation of JEF-branded content for media release is expected, including up to three written articles and three short-format videos.
  • Monitoring, Evaluation, Research, and Learning (MERL) Capability: The supplier must utilise their own tools to deliver MEL on JEF-owned channels, providing essential data and evidence to support and inform the JEF Stratcom strategy.

The MOD has invited organisations to provide their creative input where required and expects the selected industry partner to demonstrate flexibility and capability in supporting the JEF’s strategic communication needs. The deadline for submissions is 23rd August 2024, with the successful bidder expected to commence delivery on 2nd September 2024.
