Two senior officers of the U.S. Navy have been relieved of their duties at the U.S. Naval Ship Repair Facility and Japan Regional Maintenance Centre in Yokosuka, Japan.
Captain Zaldy Valenzuela, the commanding officer, and Commander Art Palalay, the executive officer, were dismissed from their posts on Sunday, with the U.S. Navy citing a “loss of confidence in their ability to command.”
The Yokosuka-based facility, which also operates in Sasebo, Japan, and Singapore, is responsible for maintaining the 7th Fleet’s operational readiness. A U.S. Navy spokesperson has clarified that the dismissals were related to concerns around personal conduct, though specific details were not disclosed.
Captain Valenzuela’s removal marks the tenth instance this year of a U.S. Navy commanding officer being relieved for “loss of confidence.” The phrase, commonly used by military services, can cover a variety of issues, including challenges in leadership or personal actions.
Captain Dan Lannamann has temporarily assumed command of the facility, with Commander Timothy Emge stepping into the executive officer role until permanent replacements are named.
Captain Valenzuela, commissioned in 1999, initially served as a surface warfare officer before moving to engineering roles. He has been assigned to the USS Bonhomme Richard and USS Denver, with prior experience at the Yokosuka facility in 2005 before returning as its commander in 2023.
Commander Palalay’s career began as an enlisted sailor in 1993, later earning his commission in 2006. After initial roles as a surface warfare officer, he transitioned to engineering, serving on various ships, including the USS Chosin and USS Boxer, before reporting to Yokosuka in June 2023.
Both officers have been previously recognised for their service, with Valenzuela awarded four Meritorious Service Medals and Palalay receiving two, among other commendations.
This latest change reflects the U.S. Navy’s ongoing scrutiny of its leadership. Across the service, around 1,600 active-duty commanding officers lead various operational areas. The U.S. Naval Ship Repair Facility and Japan Regional Maintenance Centre, where Valenzuela and Palalay served, plays a crucial role in ensuring the 7th Fleet’s ships remain maintained and ready for mission requirements.
