The government’s sweeping Defence Reform programme will not require formal Parliamentary approval, but ministers have pledged to maintain transparency and keep Parliament updated as the initiative progresses.

In a series of written responses to questions from James Cartlidge MP (Conservative – South Suffolk), Defence Minister Maria Eagle clarified that while the reforms—outlined in a Written Ministerial Statement on 1 April—do not necessitate a legislative vote, oversight will be provided through internal structures such as the ‘Quad’.

“Defence Reform is making significant changes as part of this Government’s ongoing efforts to enhance the efficiency and effectiveness of UK Defence,” Eagle said, reaffirming the government’s commitment to transparency. “These do not require formal Parliamentary approval, but the Government remains committed to transparency and accountability and will ensure that Parliament is kept informed of progress.”

The ‘Quad’—a senior leadership body tasked with overseeing the reform agenda—will meet as often as necessary. Eagle explained that ministers will be involved through structured engagements and briefings, and that the Quad will deliver regular updates to the Defence Secretary and ministerial team.

The National Armaments Director (NAD) Group, which brings together key delivery bodies like Defence Equipment and Support, Defence Digital, and the Defence Science and Technology Laboratory, is still evolving.

When asked whether the NAD Group will have its own central secretariat, Eagle said it was “too early to determine”, noting that it may continue to draw on existing capabilities within its component organisations.

The reforms are part of a broader push to streamline defence governance, reduce waste, and improve the delivery of technology and equipment to the front line.

While the absence of formal Parliamentary approval may raise questions in some quarters, the Ministry of Defence insists the reforms are well within its remit and will be subject to close ministerial scrutiny.

    • I wouldn’t expect publication just yet. Trump looks like he is beginning to realise what he is dealing with in Putin; I would expect the US to move towards the European position on Ukraine – Rubio and Witkoff are in Paris to meet European leaders next week. There is a big NATO meeting in Brussels in June. Things also seem to be moving on Iran – their foreign minister is ‘taking a message’ from the Ayatolla to Putin. Has the US managed to bribe Iran to agree to drop its nuclear program and stop supplying Russia with drones or is it digging its heels in and asking for more help from Russia? The UK govt will want present the SDR in a way that is consistent with how the threats look. They will be tuning it until the last minute.

        • Fair question. I’m betting that Rubio and Wikoff can manage Trump. I think the issue is Trump’s fixation that Zelensky is the problem, a view probably seeded by Putin who believes, probably correctly, that the war could have been avoided if Zelensky had implemented Minsk 2. Some commentators are saying that Zelensky did actually want to do that, but was persuaded not to by Ukrainian hard liners. Zelensky handled his visit to Washington badly and probably set Trump’s opinion in concrete. So my thinking is that Zelensky has made 2 mistakes that are difficult to recover from and Trump ( notwithstanding his support for Christians) doesn’t really do forgiveness; at least not quickly 🙂

          • Not sure how Zelensky could have managed that meeting any different. Trump and Vance clearly had an agenda to attack him and blame him, hard not to fight back when your on international TV being blamed for the war and death of your people and not wanting peace.

            The war was always going to happen. There is a book that explained how Russia security needed to be guaranteed written a while ago. It covered separately brittan from the EU (tick), creating gas reliance with the EU (tick), controlling Ukraine, and a few other things. It’s been putin playbook from the start. Anything else is just fake news being paddled by Russia (also in the book).

  3. You are all dismissing the elephant in the room, J D Vance. In the past the US Vice President was more or less window dressing. Was given very little to do or say. This is not the case with Vance, he seems to be in the forefront as a genuine spokesman for Trump. Although he comes across as a staunch believer in the president, I thnk he will need keeping a close eye on. The man has ambitios.

    • Trump said his agenda was stopped in his first term by his own party, so this time his put his own people around him, ones that all think the same.

      I suspect however that we they all have mega ego like Vance and musk etc, that there is the chance of one hell of a civil war happening, if any of them cross paths with trump.

      They all appear to be in it for themselves including trump, who seems mainly focused on staying in office and out of prison.

      • When the dust settles on this adminstration it will be interesting to see how the world looks. Will countries actually relign away from the US and remove their position as the leader of the western world or is it all just show for domestic news /voters with no actual output.

      • Yes, I think Trump does understand that Zelensky is innocent. @Steve, the Vince / Trump meeting was a set up. The agenda is to remove Zelensky as the sacrificial victim, the price of a peace deal. Trump would happily do a Pontius Pilate. Putins 5th column in Ukraine would then arise to make sure his man wins the presidential election so returning Ukraine to Russian control. This Putin ambition is being thwarted by Starmer and Macron’s proposal for a ‘reassurance’ force. Hence Putin’s characterisation of this is to accuse Europe of wanting to prolong the war. The Russians are good chess players.

      • Rather a pejorative comment. JD Vance’s upbringing was very disruptive, divorced parents and name changes. This sort of life history is frequently a predictor of failure in life. He has good law degree, some military service and a successful career and marriage to his name. All this reflects well on the foster parents and the culture which raised him and on the man himself. Certainly he holds socially conservative views, as do most Americans, which is the reason he got elected.

  5. I wonder why the MOD is raising the issue of Parliamentary scrutiny all of a sudden? Military procurement has never really been subject to Parliamentary oversight, though questions do get asked when things are clearly going wrong, such as Ajax teething problems or T45 PIP ones.

    Is the MOD is trying to head off criticism that the bulk of the procurement process and its multi-billion budget is now to be handed to one sprawling new Directorate under this National Armaments Director, with the obvious question: who oversees all this and to whom are they accountable?

    Saying that ‘the Quad’ will be responsible for all this doesn’t really answer the question. The Quad is just 3 civilians and one uniform, the CDS. What the MOD’s head civil servant and director of nuclear know about wider procurement of aircraft, ships and land vehicles could probably be written on a single page. The Armaments Director is going to be confronted with a massive tapestry of programmes, projects, developments, cutting edge research etc etc.on an inadequate procurement budget. Can’t see a lot of military value in this Quad to be honest.

    It will report to one Minister, Maria Eagle, though obviously the SoS Healy will have oversight. The only other bodies to get a look in will be the Defence Select Committee and Public Accounts Committee, but they have no statutory powers and the MOD is very practised at fobbing them off with weasel-worded answers.

    So, not really very much scrutiny at all. I rather envy the US system, where the House defence committees have a lot of power, oversight of the budget in considerable detail and can halt, amend or propose changes to the procurement plan. It has its faults, principally members looking after their own manufacturing bases, but at least there is considerable scrutiny of procurement plans.

    The whole Quad thing.strikes me as 4 blokes in a room saying we know best what’s right for UK defence, while there are many.vastly more knowledgeable senior people across the UK defence landscape who could usefully play a far larger part in sensibly shaping up our future defence landscape. But no, we will have 3 civvys and an admiral dictating the future shape of things. What could possibly go wrong?!!
