A police officer who specialises in countering drones has been awarded a Churchill Fellowship that will take him to Canada, Australia and further afield to study how other countries protect critical national infrastructure from the threat, the Churchill Fellowship announced.

Jack Venables, currently seconded to the North West Regional Organised Crime Unit, is one of 109 people named as 2026 Churchill Fellows. He already works in the field as a tactical adviser and Bronze Commander for countering drones, roles that place him in the command structure police use to manage firearms and other high-risk operations, and the fellowship will let him build on that experience by drawing on the methods used by police forces, security agencies and industry overseas.

The subject he has chosen sits where policing and national defence increasingly overlap. Cheap, commercially available drones have become a persistent worry for the sites that keep a country running, among them airports, power stations, prisons and military bases.

The level of concern was clear in November 2024, when the United States Air Force reported small drones over its bases at RAF Lakenheath, RAF Mildenhall and RAF Feltwell in East Anglia and RAF Fairford in Gloucestershire on a number of nights. What was actually in the sky has remained disputed, with no craft recovered and no full public account of the sightings, but the reports were enough to prompt a criminal investigation and the deployment of around sixty RAF personnel to help the Americans respond, and later press reporting suggested a possible link to Russia, though that was never confirmed.

Prisons, meanwhile, have spent years trying to stop drones carrying contraband over their walls. On a far larger scale, the war in Ukraine has turned cheap drones into a weapon of mass effect, with both sides using them in huge numbers to reach targets that older air defences were never built to stop, a shift that has pushed counter-drone work up the agenda for militaries and police forces alike.

Countering the craft is a harder problem than it can appear. They are small, fly low and slow and are difficult to detect and track, and the responses range from jamming their radio and satellite links to physically bringing them down with nets, other drones or, increasingly, directed energy. Doing any of that over British soil raises legal questions about who is allowed to act and how, and the response to the 2024 airbase reports drew in the Ministry of Defence Police and police air support alongside emergency airspace restrictions, an illustration of how closely the civil and military sides of the problem are tied together.

The government has been putting substantial money into the same problem, its recently published Defence Investment Plan set aside more than £750 million for short-range drone protection for the homeland and deployed forces over the next four years, alongside further investment in counter-drone systems for the field army and in low-cost ground-based effectors, and it committed separately to double the number of the Army’s Sky Sabre air defence systems. Venables’s work sits on the civil and homeland side of that effort, where the sites at risk are rarely defended by the military.

Venables is asking individuals and teams with effective or unusual methods of countering drones to contact him directly, with a view to including their work in his research tour. His choice of Canada and Australia takes him to two of Britain’s closest intelligence and security partners, both of which have grappled with drone security around their own sites and borders. The Churchill Fellowship funds each recipient to spend between four and eight weeks meeting experts in their field, in person or online, before turning what they learn into recommendations for policy and operations back in the UK.

Speaking about the award, Venables said he was “incredibly proud to step into this role as a global ambassador” for UK security services, and that by exchanging knowledge with counterparts from Canada to Australia he hoped to return with fresh approaches “that keep us ahead of emerging threats.”

The scheme’s chief executive, Julia Weston, said there was “something genuinely hopeful about people choosing to seek out new ideas” and to build connections across borders. The Churchill Fellowship was set up in 1965 as a national memorial to Sir Winston Churchill and has since funded more than 4,000 people to research practical problems abroad and bring their findings home. This year’s group is working on subjects that range from dementia care in rural communities to the harms of social media and greener school meals, drawing on contacts in countries from Greenland to Taiwan. Applications for the next round open on 1 September.

  1. Let’s not develop counter drone technology too quickly – we might make our entire future military redundant….

    In all seriousness, does anyone else think we’re over-applying the lessons of the Ukraine war? They still needed our tanks, artillery, APCs etc. The DIP seems to be more about cutting present capabilities to fund research / experimental technology, not replacement capabilities.

    • No, if anything I don’t think we go far enough, too many helicopters retained not enough for ballistic missile defence, too many transport aircraft not enough fighters.

    • Well the problem is that lessons are being learned continuously making some of the lessons learned 6 months ago are rather less relevant than they once were…. So yes we have to be careful not to presume lessons are now set in stone even if drones are undoubtedly going to remain a powerful new factor, it’s just the exact specifics we need to be wary of pre determining. As a military expert stated yesterday it’s pointless storing thousands of drones in a warehouse, because they will become rapidly obsolete, you need the capacity and plans in place to scale up rapidly and flexibly while you use the ones you do have in stock to hold the initial line.

      • It’s worth mentioning though out of a defence investment plan that covers £300 billion there is only a few billion going on drones.

        Only wildcat for the army is being replaced by drones at this stage. Even the T45 replacement will still have 6 large manned vessels.

        Drones are cheap and can be countered, in my mind it’s ballistic missile defence where we are lacking severely. I don’t think anyone can argue that ballistic missiles are a fact in modern warfare and won’t be going away ever. The only counter to them is ABM GBAD and we currently have none, the DIP appears very vague on us getting anything beyond the T45 block 1 upgrade.

        The real story of the DIP is not drones though, it’s nuclear weapons, submarines and 6th generation fighters. That’s where the vast majority of the money is going. All very conventional stuff.

      • Yes I literally only read that latter a few weeks back after finding a YouTube video, ie that it was originally to be about the moonbase in UFO. I loved UFO, Gabrielle Drake and that purple wig has never left my mind. Space 1999 didn’t grab me the same way tbh as clever as it admittedly was, took the Americanisation too far for me, tried to be too polished. UFO had that lovely Britishness about it, harking back to when we were still important in the World and the whole thing had that nutty wackiness that I loved about British tv.

        • Out of interest the only place that would be further afield than Australia from Britain would be hundreds of miles south east of New Zealand half way to Antartica, checking my book on Brilliant Maps which shows the direct opposite positioning of the globe’s land masses. Australia would be in the middle of the Atlantic. Either way anyone expecting to dig there probably ought to stop such thoughts immediately.

      • Seems to be a few sources discussing Comet. I suppose the big question is will it use Ramjet. Meteor is pretty much the only major missile going in this direction. The US gave up on ramjets and uses more modern propellents to achieve longer range (AIM 260) albeit still relying on a unpowered coast phase unlike Meteor with continuous power.

        The missile certainly needs an AESA radar for low probability of intercept operations but I suspect given the compressed time scale that comet will end up being Meteor with a new radar seeker.

        The UK go dearly do with something mid range but cheaper as well. One wonders if CAMM MR could be air lunched.

          1. that would just be an upgrade of Meteor and not a new missile
          2. it seems they are looking for much longer range than Meteor which implies a new missile. China and US have or working on missiles with over twice the range of Metoer

    Chinook numbers will collapse between now and 2030.
    Finer details “coming out in the wash” in various post DIP statements.
    We had 60.
    Now down to 51 with earlier retirements.
    All 29 HC6As will be gone by 2030, the oldest in the fleet. This is balanced by 14 new ER Chinook already on order coming in.
    Numbers predicted around 30 in the 2030 period as only some of the new ER will be in service.
    Just as Wildcat is literally thrown away and the 23 AW149 not due to start coming in after that date.
    All while maintaining the numerous task lines that the Chinook force has supporting Defence.
    MoD “claim” a 2nd tranche will be ordered in the 2030s….the usual waffle that may or may not ever become a reality.

    • I think it’s a smart idea, wildcat for recce on land has all the survivability of a chocolate tea pot. Its job is already being done by drones and will be more so with project NYX.

      Even with the scaled down numbers on chinook we will still have the second largest heavy lift helicopter fleet in Europe. Many mission moving forward especially for cargo and resupply can and will be done by drones and I remain sceptical that any chinook without mid air refuelling will be able to get near enough a battlefield to be of much use.

      Cutting back the fleet by removing the oldest units is probably the right move. It allows us to retain the capability in a transition period without wasting large amounts of money on new platforms that may or not be needed in ten year from now.

      Germany has just bought a big new fleet of chinooks as well so ENATO will be fairly well served. Even our current order of 14 won’t be delivered until 2032 and with the German order I doubt you could get any more delivered until the mid 2030’s.

      This is another very expensive piece of US military equipment that we need to move away from. Ordering dozens more because historically that’s what we do makes no sense. Just the cost of our 14 Gucci chinooks already on order (£1.4 billion) would buy an extra squadron of F35A or two SAMP/T systems or 100 RCH 155mm or three Type 31 frigates. I really can’t see how this platform has the utility of any of those purchases that are needed to fund UK defence.

      Russia started the war in Ukraine with one of the largest helicopter fleets in the world fighting an under funded third rate army. Those helicopters didn’t last a few months. Russia uses no helicopters today in Ukraine. We should not waste billions on platforms with clear limitations on their utility when we have other much more useful capabilities looking for cash. Even if we had a bigger budget I would still want to see more artillery, more fits jest and more ABM systems. I don’t think you can ever have enough.

          • Chinook has about as much battle field utility as a mid size truck. It can carry ten tonnes of payload, what ever utility it can provide can only be provided by ten tonnes and unlike a fast jet it can’t carry bombs or missiles.

            There are very few strategically important cargos you can carry at under ten tonnes no matter where you place it on a battlefield (vertical envelopment) . It’s great if you want to insert a few special operators deep in to enemy territory if the enemy has no airborne radar or acoustic detection array like Ukraine has and Russia and NATO are rapidly building. I just don’t think they are worth £100 million a go for what they can’t do.

            Most of the remaining roles it is vital for can be done by newer much cheaper helicopters. AW149 is less than half the price.

        • Unfortunately not much choice about F35 and it is a joint development program. If the US was daft enough to cut the UK off from F35 then the UK could easily wreck the program for a numbers of years by withholding parts and servicing in a wide range of items. It’s. It ideal but it’s where we are. We have no such influence on the chinook programme.

          • It’s OK Jim, I was only pointing out the obvious flaw In your thinking. Personally I’d rather see a few more Typhoons rather than F35A’s … far more useful than a dedicated N bomb truck/trainer and a valuable addition to the fast dwindling Typhoon numbers leading up to Tempest.

            But WTF do I know, I’m just a Halfwit 🫡😊
