UK intelligence has raised serious concerns about the long-term economic ramifications of Russia’s efforts to bolster its military forces.

With casualty rates rising sharply—more than 760,000 killed or injured by November 2024—Putin is struggling to replenish his army. In response, the Kremlin has introduced a series of financial incentives to recruit more soldiers, but these could ultimately weaken Russia’s economy.

The UK Ministry of Defence’s Intelligence Update on Ukraine, dated 30 December 2024, reveals that Russia has passed a new law allowing military personnel who signed up after 1 December 2024 to have their loan debts written off, up to 10 million rubles (approximately USD $94,400). This move, intended to ease financial pressures on soldiers, also applies to their spouses.

According to the UK Ministry of Defence update, “Russia’s financial incentives to military recruits are almost certainly intended to secure sufficient replacements for their steadily increasing casualties.”

In addition to the debt write-off, the update notes that “411,000 repayment holidays for mortgages and personal loans have been taken up since October 2022.” These efforts reflect Russia’s push to maintain military strength despite significant losses. However, the Kremlin is keen to avoid further mobilisations, recognising that such moves could provoke greater public discontent and increase the risk of emigration. The update states: “The incentives are also almost certainly intended to reduce the potential for Russia to have to enact further mobilisations, which are seen by Russian leadership as both damaging to public support for the war, and raising the risk of further detrimental large-scale emigration.”

Despite these measures, UK intelligence highlights a major concern. Writing off military recruits’ debts is expected to put significant strain on Russia’s financial system: “Writing off loan repayments will highly likely increase financial pressures on Russian banks into 2025, in addition to pressures from high interest rates and sanctions.” These actions are likely to undermine the resilience of the banking sector and hinder its ability to absorb future economic shocks.

As Russia continues its military aggression, the toll on both its armed forces and economy is becoming increasingly unsustainable. With Putin’s financial incentives unable to resolve the deeper challenges facing Russia’s war effort, the country is likely to face mounting difficulties in the year ahead. The Ministry of Defence update concludes: “This will almost certainly reduce the resilience of the banking sector to respond to a potential economic shock.”

In the meantime, Russia’s financial struggles may weaken its ability to sustain the war in Ukraine, further complicating its already tenuous position both domestically and on the battlefield.

  1. Not sure why the UK even does a public intelligence “update” on Ukraine.

    Is this a true “intelligence assessment”, or is it mostly a press release to emphasize how well things are going?

    If one were to look at the cumulative messaging of these “assessments” since 2022, it would seem that Russia should have collapsed long ago.

  3. I’m not an economist, but reading this article I fear that the MOD needs one. Russia is just doing what every country at war does for as long as possible, borrow and rack up debts in its local currency, these are then greatly reduced by inflation (currently 9%) before finally being redeemed with printed new money. Russia (population 144 million – more than double the UK’s) can surely do this for many years yet as the cost of the Ukraine war is a still tolerable 10% of GDP – it’ far from the position of say the UK at the end of WW2, when we had been spending half of GDP on defence for 5 years and the USA was suddenly demanding payment of the dollar denominated IOU’s.

  4. Russia will simply continue to absorb huge casualties and won’t care about the financial costs.they will simply pump more hydrocarbons and export them illegally to China, India and anywhere else they can to payroll their war of aggression and conquest.
    The cost so far of capturing 25% of Ukraine has been staggering. Similar casualties to some of the large WW1+WW2 battles.
    What for me is unbelievably and utterly surprising is that the illiterate, brainwashed Russian peasants still volunteer to fight in Ukraine, knowing as they must, that their chances of dying or being maimed are very high. Yet still they volunteer and in essence are now selling their lives to an uncaring state for what $91K?

    • The issue is that is the cost to Russia as a country and not to the ruling elite. I doubt they kremlin gives a stuff about the average person, all they see is huge amount of money from the natural resources of Ukraine, once the war ends and it can be plundered.
