The U.S. Navy has relieved the commodore of First Naval Construction Regiment (1 NCR) due to a loss of confidence in his ability to command, the service stated.

Capt. Douglas Whimpey, a Navy reservist, was relieved on 23 January 2026 by Capt. Angel Santiago, commander of Naval Construction Group One (NCG-1), which is headquartered in Port Hueneme, California.

The Navy did not provide further detail on the circumstances surrounding the decision, but said Navy leaders are expected to uphold high standards of responsibility, reliability, and leadership, and are held accountable when they fall short.

First Naval Construction Regiment is part of the Navy’s expeditionary construction force, providing command and control of Seabee units responsible for military engineering, expeditionary construction, and combat support tasks. The regiment is based at Naval Base Ventura County in Port Hueneme and operates under the Navy Expeditionary Combat Command.

According to publicly available U.S. Navy information, the regiment supports the readiness and deployment of Naval Mobile Construction Battalions and other construction units, including in disaster recovery and humanitarian operations. The U.S. Navy stated there has been no impact to ongoing operations.

Capt. Steven Sherman has assumed duties as the incoming commodore of 1 NCR. Whimpey assumed command of the regiment in February 2023 and has been temporarily reassigned to the staff at NCG-1.
