Leonardo, Enav and the Ukrainian State Air Traffic Services Enterprise (UkSATSE) have signed a memorandum of cooperation to begin restoring Ukraine’s air traffic management (ATM) system as part of the Ukraine ATM Restoration and Recovery Plan (UARRP), according to a press release.
The trilateral agreement was announced at the Ukrainian Recovery Conference and sets out a joint effort to re-establish Ukraine’s civilian air navigation capabilities, which have been severely disrupted by ongoing conflict.
Under the agreement, Leonardo will contribute technological and infrastructure components, Enav will offer operational expertise and consultancy services, and UkSATSE will lead the implementation as the designated end user.
As an initial step, two donation agreements have been signed covering the transfer of five en-route primary radar systems and associated equipment. These radars are intended to help re-establish basic surveillance coverage and support the phased reopening of Ukrainian airspace for civilian flights.
Leonardo described the donation as “the first tangible milestone in the broader implementation of the UARRP,” and reaffirmed its commitment to supporting Ukraine’s reconstruction through practical contributions.
The partners have also committed to working with institutional stakeholders to coordinate project planning and explore sustainable financing options. The memorandum, while non-binding, sets the framework for further legally binding agreements, subject to applicable legislation.
The announcement reflects a coordinated European effort to support Ukraine’s civil aviation sector, with a focus on restoring safe and functional airspace infrastructure for future operations.
