The Ministry of Defence has confirmed that the newly established National Armaments Director Group (NADG) will be created by re-aligning existing teams across the Department, rather than increasing the number of military or senior civil service posts.

In response to a series of parliamentary questions from James Cartlidge MP (Conservative – South Suffolk) and Ian Roome MP (Liberal Democrat – North Devon), Minister of State Maria Eagle reiterated the MoD’s commitment to delivering Defence Reform as set out in the Written Ministerial Statement on 1 April 2025 (HCWS573).

“Under Defence Reform, Civil Servants and Service personnel in organisations across the Ministry of Defence are re-aligning under four Areas – Department of State, Military Strategic Headquarters, National Armaments Director Group, and Defence Nuclear Enterprise,” said Eagle.

She confirmed that during the first phase of implementation, teams are largely moving as complete units. “As new ways of working bed in, and in response to operational and policy needs, the Department will continue to assign roles in the most effective and efficient way,” she added.

When asked whether the establishment of the NADG would affect staffing levels in other MoD organisations, Eagle clarified that the reform focuses on alignment rather than expansion: there will be no immediate increase in military or senior civil service posts as a result of the restructure.

In a separate question, Ian Roome MP sought clarity on how the performance of the newly appointed National Armaments Director will be assessed. Eagle confirmed that “the parameters and performance targets for the National Armaments Director will be agreed in line with the salary approval from the Chief Secretary to the Treasury as part of the recruitment process.”

The NADG is a core element of the MoD’s broader reform agenda, intended to streamline procurement, accelerate delivery of advanced capabilities, and clarify lines of accountability for major acquisition programmes.

    • The post of NAD seperate from Head of DE&S is a new post. It makes sense for his/her staff to move from other areas – no-one would want additional new CS to be recruited.
