According to the Kremlin, Russian President Vladimir Putin chaired a high-level meeting in St Petersburg on Friday to outline a long-term development strategy for the Russian Navy, with a vision extending to 2050.

The session included top officials from the military, government, and industry, and focused on strategic nuclear deterrence, the expansion of unmanned systems, and enhanced shipbuilding.

Putin reportedly opened the meeting by stating that the Navy “has played and continues to play a crucial role” in securing Russia’s interests at sea and announced that a total of “49 ships of various classes have been built” in the past five years, including four Borei-A strategic submarines and four Yasen-M attack submarines since 2020.

“Significant funds have been allocated,” Putin said, while stressing that global instability and “the vigorous technological and digital revolution” required a “new profile” for the fleet.

The Kremlin stated that 8.4 trillion rubles (around £73 billion) have been earmarked for warship construction over the next decade.

According to Putin, “the share of modern armaments and equipment in Russia’s maritime strategic nuclear forces has already reached 100 percent”, a claim that cannot be independently verified. He added that the newly launched submarine Perm, armed with Zircon hypersonic missiles, marked a new level of naval capability. When asked for the range, Admiral Alexander Moiseyev, Russia’s Navy chief, reportedly replied “over 1,000 kilometres.”

Putin called the Zircon-equipped Perm “a weapon capable of fulfilling strategic-level missions”, citing its “speeds approaching Mach 10.”

The Russian president also stressed the importance of integrating unmanned systems across the Navy’s air, surface, and undersea platforms. He outlined a vision of “a single reconnaissance and strike circuit” linking drones, robotic vessels, and satellites.

Although framed as a planning session, the meeting included prominent political and industrial figures, including Finance Minister Anton Siluanov and United Shipbuilding Corporation Director Andrei Puchkov. This suggests the event also functioned as a signal of state backing for the Navy amid Russia’s continuing war in Ukraine and broader competition with the West.

Putin reportedly concluded the meeting by highlighting the need for domestic production of components and tighter cost control in defence procurement, asserting that “special attention should be paid to pricing issues in shipbuilding.”

    I love the ‘this has not been verified’. I can only presume it’s been lost in translation because it makes no sense whatsoever, so obviously impossible to verify.

    Otherwise I can only presume Putin’s consumption of Koolaid has plainly reached 200%.

      The Russians will have huge challenges trying to improve their surface fleet if for no other reason than the ship’s engines were manufactured in Ukraine! In effect they will have to build a new industrial capability.

      However, it seems that they have been able to rebuild their submarine production program even if the designs are getting dated. My guess is that they are able to make improvements based on experience. While very little information ever comes to light about submarine operations what little has emerged suggests that the NATO / Russia underwater shadow boxing didn’t entirely stop after the Cold War and has definitely picked up in recent years, so I would guess that the Russians will be learning from their experience. In a one on one confrontation I would put my money on NATO subs, but if I was a Russian Admiral I would preposition my boats and seek to exploit NATO lack of numbers to find the gaps. If the poop hit the fan I’d aim to have a few of my best boats in amongst the Sea Lines of Communication with orders to sink as many of those huge Container and Bulk Carrier ships that are the life blood of global trade and supply as possible. The UK, for example, still needs to import 40% or so of its food from overseas and the Super Market chains only maintain a few days supply in their warehouses. Just in time supply chains might maximise profits, but in the early stages of a conflict between Russia and eNATO they represent a huge opportunity to the Russians.

      So yeh, PR it might be, and most likely aimed at Russian audiences but the Russian submarine threat has real potential and £73billion is a lot of money, especially when you remember Russian costs are much lower than western costs.

      Putin is answering the West’s naciente rearmament efforts. In short, a new arms race in Europe is getting under way.

      May be it isn’t a re-run of the 1930’s more a re-run of the 1890 to 1914 period. Still chilling any which way you look at it.

Even if Russian equipment and technology such as Putin “wonder weapons” eg SU35, Kinzhal, T-90, Zircon have been proven to be ineffective and in cases of their guided weapons, not very accurate- accuracy 200m-half a mile from their target the fact Russia will be spending 78 billion on its navy in the next 5-7 years is somewhat worrying.
    The West needs to ensure we maintain a qualitative and quantitative superiority over Russia- that means investment in platforms, personnel and weapons systems and proliferating withinn Europe- so not being reliant on the Donald to provide the military hardware required- independent freedom loving Europe must have the capability to match upto and defeat Russia.
    that does mean- large orders for German designed A512 series AIp conventionally powered subs, type 31 and type 26 frigates in significantly more numbers
    A400M for airlift and tanker roles and possibly even AWACs roles
    40mm bofors for radar guided guns -ciws to guard key infrastructure such as bridges, airfields, power plants, industrial sites and dockyards
    land and sea ceptor
    eurofighter typhoon until such time as tempest is ready to put into production- want tempest/ gcap programme significantly dragged to the left and pulled forward
    if rheinmetall can put a c3 into production id suggest doing so and the c3 design being Europe’s go too choice for superior MBT
    Aster 30nt for samp/t batteries
    all these are possible- just takes commitment and a European focussed defence procurement that invests in our industrial base.
    SDSR must sort some of these issues out for the UK as a minimum
    A new tranche of typhoon- tranche 4- x26 aircraft + 36 more f35Bs (last f35B order)
    additional wedgetail- order back upto 5 and then in fact pushed forward to 7 or 9 airframes
    A400M tanker fleet
    A400M additional airlift- 12 more aircraft would be a good idea
    poseidon – further 6 aircraft to protect our EEZ
    5 more type 31s, 3-4 more type 26s- all fitted with mk41 vls silos and adequate munitions load outs and replenishments
    Push SSNr into earliest possible production- the RN must get back upto 12-15 SSNs asap- serial construction alongside dreadnought class
    interim measure- purchase or loan some type 212A series AIP subs- these would free up astute for deep blue water taskings whilst within territorial waters and for special forces/. recon roles the type 212A would suffice- 4-6 subs needed until SSnr came come online
    Multi-role strike ships- x6- get them ordered its scandalous a country with our rich commando history and lessons from the history are forgotten and we have divulged ourselves of our amphibious assault capability.
    Army- all c2 to c3 standard
    boxer ifvs needed- something with an auto turret capable of drone work as well as armoured vehicle engagement at range 40mm cannon
    SAAB LOKE anti drone turrets for light armoured vehicles- this retrofit would prove very useful escorting heavy armour into contested areas- essentially sterilising the area around heavy armour and keeping it free of any pesky drone swarm interferance
    land ceptor- additional batteries urgently needed
    Starburst- proving effective in Ukraine- system needs adapting and updating and then continued production
    Every armoured vehicle must have APS- so trophy- the UK must ensure all MBTs, SPGs, APC, IFV are so fitted and that not just trophy sets but submunitions are available in very large numbers.
    mobile fires- RC155 gun system order- 200 guns- great development- agree entirely with this selection
    Storm shadow, meteor, ASRAAM, starburst, brimstone, spear 2 (martlett) spear 3 etc all should be mass produced and available in very large numbers
    sdsr must tackle all these issues and many more but its clearly time the UK returned to hard power and being able to engage and defeat those enemies such as a conquest bent Russia in open conflict.

      Any Boeing platform should not be added to by further Boeings. Airbus with Anglo-Japanese electronics.

      Leopard will be the goto tank platform – build on that, with UK manufacturer ingredients.

      Ajax should be axed and GD shown the door – go with variants of CV90.

      UK missile stocks and industrial production are woeful – US Red Sea fleet went through % of all US stocks just taking down drones etc and America cannot reproduce that deficit, let alone add additional stocks given expenditure – missile war with China is going to be interesting.

      Subs? It just won’t happen; not enough matelots let alone for existing platforms.

      Typhoon – agreed on extra numbers but the fighter pilot stream needs fixing and then C², and now, we begin to hit capabilities that only US possess, how do we replace those capabilities and finally, the sheer mass of US forces?

      • Panther KF51 looks like the most promising European tank going forward.

        Too late the cancel Ajax, the production lines are running and it looks like the UAT problems are solved, it will be a good piece of kit.

  7. Right now Russia can’t even build engines for surface ships of any size. They used to get them from Ukraine, but funnily enough the latter aren’t keen to sell anymore. Simply generating the capability to build those engines domestically would eat a considerable capital budget.
