The Ministry of Defence (MoD) has provided new details regarding the challenges faced in meeting urgent repair targets for Service Family Accommodation (SFA).
The information was revealed in response to a written question from Helen Maguire, Liberal Democrat MP for Epsom and Ewell, who asked how often urgent repair call-outs exceeded the 48-hour target since January 2024.
According to Maria Eagle, Minister of State at the Ministry of Defence, the “Future Defence Infrastructure Services Accommodation Contracts stipulate that the average time to undertake an urgent repair should be within 48 hours.” The contracts, delivered by Amey and VIVO, aim to ensure repairs are completed safely and to a high standard, even when complex tasks, such as those requiring scaffolding, are involved.
During the financial year 2024-25, around 85% of urgent repairs across the UK were completed within the 48-hour average target. However, the data also revealed variations in performance between the two contractors, Amey and VIVO, and across different months.

Eagle stated that information regarding the total number of hours by which the 48-hour resolution time was exceeded could not be provided due to the disproportionate cost involved in examining all urgent tasks individually.
In response to a separate question, Eagle noted that “the average resolution time for urgent repairs to SFA for the week commencing 5 May 2025 will not be available until mid-June 2025.”
The MoD has reiterated that “the contractual requirement for Urgent Repair tasks is measured on average hours to respond, not total hours.” Consequently, specific data on how much the 48-hour target was exceeded cannot be retrieved without a detailed manual search, it was stated.
