The United States has approved a possible foreign military sale to Ukraine covering sustainment of its Hawk surface-to-air missile systems, a package the US State Department values at an estimated 108.1 million dollars.

The US State Department made the determination on 21 May 2026 and the US Defense Security Cooperation Agency notified Congress under transmittal number 26-51, the standard step before a major arms sale can proceed.

According to the notification, Ukraine has requested erectable mast trailers, major modifications and maintenance support, spare parts, consumables and accessories, repair and return support, and a range of US government and contractor engineering, technical and logistics services tied to its FrankenSAM Hawk missile systems.

The reference to FrankenSAM places the package within an improvised but increasingly significant strand of Ukraine’s air defences. The term covers a series of hybrid systems developed with US assistance in which Western missiles are mated to Soviet-era launchers and radars, or older Western interceptors are pressed back into service, to stretch Ukraine’s stocks against sustained Russian air and missile attack.

The Hawk, a 1960s-era American medium-range system long retired from US frontline use, was reintroduced to Ukraine by Western partners and has been folded into this approach, making continued sustainment central to keeping the launchers and their missiles operational.

A congressional notification of this kind sets out the maximum potential value and scope of a sale rather than a concluded contract, and the quantities and dollar figure can change as negotiations proceed.

  2. Considering how well things are currently going for Ukraine, who are currently making small gains, I do wonder what the picture would be had the US continued to support them, rather than just act as an arms dealer.

    I was watching a cold war TV show over the weekend and amusing how things have changed from the US being at war with Russia to effectively being their ally.

    • How utterly ridiculous. The US has provided a huge amount of support, which primarily benefits Europe. Why do you think they are under any legal or moral obligation to do so? Europe is acting completely out of self interest. Why should America not act in the same manner? We are lucky to have gotten as much out of the US as we have so far, but this is primarily a European problem.

      Imagine if Europe hadn’t underinvested in defence for 3 decades before this war started (as the US constantly warned us not to do, but we did anyway, whilst widely criticising America ). We could have supplied the Ukranians with ample amounts of gear to win this war in the first year. But as always, we have the begging bowl out for uncle sam. America is a couple of decades behind, but facing the same problems as Europe in terms of demographics etc. It is not the superpower it once was, and now has a much bigger and more powerful enemy in China to focus on. Europe is living in the past, and needs to see the world as it really is in 2026.

Also their own accounts show the actual value of their support for Ukraine was significantly lower than they had been reporting as they had been using the new price for gear that they donated that was already out of service and wasn’t valued on their own books for anywhere nearly as much. Europe has donated far more to Ukraine than the US, dodgy accounting or not.

        • Plus US defense support for Europe was not a free lunch, there were many strings attached to it that resulted in the US becoming the dominant power in the world.

          • Dont’ forget hidden costs of participating inn the petro dollar wars. Sure Europe would suffer if the dollar falls as history proves so we tag along, whatwver the official narrative is. But no one quantifies anything. It is clear the US through renewed oil contracts and military orders profits from these wars more than the EU. But who pays for the cost of the refugees that always come after the west increases the spectrum of violence in these conflicts? They sure as sh!t can’t go to the US so they come to Europe. Add the costs for that to the military budgets and the picture starts to change.

      Huh? Ukraine has lost around 20% of its territory.

      • Yes they lost it 3-4 years ago and since the front line has been fairly static, Russia has advanced slowly but in recent months Ukraine has been on the advance. Russia appears to be struggling in with manpower and logistics.

          Ukraine has lost a fifth of its territory, millions of people have left the country, its economy is heavily dependent on external support, and it has suffered hundreds of thousands of casualties.

          The reason I point this out is that our media is warping our view of the situation.

          Things are not going well for Ukraine, and at some point they will need to come to the table.

            If the US hadn’t sided with Russia effectively under trump, things could have been different and Russia might be begging for peace. Which would have been significantly better for European peace.

              • Nope from fact. Look at the percentage of Ukraine occupied by month and the percentage has barely changed in that period.

                  • What’s that got to do with anything? The US was granting aid until he became president and then the first thing he did when he became was freeze it and ultimately stop it. Binden wasn’t going all out to help them but certainly helping way more than trump and helped them level the playing field to a point where we got to where we are now.

                    • Of course they did they were massively out numbered but the support from europe and the US enabled them grind down the russian forces. Imagine where they would be if that support hadn’t been stopped by trump.

            • Didn’t Trump stop the space-base intel, showing, for example, the disposition of Russian troops. Plus other high-grade material? This apparently had a drastic effect on the UKR’s efforts to progress their side of the war. Putin would certainly have been pleased with his new best mate.

              • I used to think trump was a Russian asset and still think it’s likely but his also totally transactional, for him everything is about him winning and the other person losing. Ukraine just didn’t have anything to offer trump hence the no cards nonsense. Russia still does, Putin can make trump a lot of money personally.
